How MIR Assertions is operated, governed, and structurally constrained.

Registry Steward

MIR Assertions is operated and maintained by phpMyDEV, LLC, the founding steward of the MIRA protocol and registry.

The steward is responsible for

  • Maintaining registry availability and uptime
  • Reviewing and approving issuer applications
  • Verifying domain ownership during onboarding
  • Managing protocol updates and versioning
  • Enforcing technical requirements defined in the Constitution

The steward does not

  • Evaluate the truth of assertions
  • Rank or prioritize issuers
  • Remove assertions based on content
  • Determine what is "authentic" media

MIRA records signed statements. It does not interpret them.

MIRA was designed as neutral infrastructure for recording cryptographically signed statements about digital artifacts. The system architecture separates:

MIRA

No private keys are held by MIRA. Assertions are issuer-signed and publicly verifiable.

The steward operates the registry but does not control issuer statements.

Governance Structure

MIR Assertions operates under the MIR Assertions Constitution, which defines:

The Constitution exists to protect the protocol — including from its own steward.

Future Participation

MIRA is structured to support additional stewards, contributors, and advisory participation over time.

The protocol is designed for continuity beyond any single operator.

MIRA is infrastructure, not authority.
It exists to make provenance visible, not to assign meaning.
